Ruling could leave the poorest at greatest risk

Now that the Supreme Court has upheld President Barack Obama's health care initiative, will Congress have to rewrite it from scratch?

It's not a paradoxical question. The court signed off on nearly all of the Patient Protection and Affordable Care Act, but it struck down one provision, and in doing so ? whether it knew it or not ? it may have put the poorest Americans at the greatest risk of being left without any health insurance.

Chief Justice John Roberts said as part of the 5-4 decision that states can't be penalized for refusing to join the law's expansion of Medicaid eligibility. Health law experts said that had the practical effect of flipping an all but mandatory program into one a state can choose not to join.


Here's the problem: The ACA creates state health insurance "exchanges," providing tax credits to eligible residents to buy affordable, state-certified health insurance. But the poorest Americans aren't among that eligible pool under the law, because the law assumes they'll be covered by the expansion of Medicaid, which is no longer a given.?

In states that reject the expansion, poor residents could be left without either form of coverage ? as many as 15 million in the highly unlikely event that all 50 states opt out.

Medicaid currently covers only some low-income people, primarily parents with children, pregnant women, people with severe disabilities and senior citizens. Adults without disabilities or children, in other words, aren't generally covered. That's the group the Medicaid expansion was supposed to help the most.

If their states opt out, young working adults below the poverty line could be in a Catch-22, because "they may not get Medicaid, and they may not be eligible to purchase insurance through the exchange," said Christina S. Ho of the Rutgers University School of Law, who was a member of President Bill Clinton's Domestic Policy Council.?

It works this way:

The insurance tax credits are targeted at people with incomes between 100 percent and 400 percent of the poverty line as determined by the U.S. Census Bureau. Congress sought to compel the states to cover everyone under the line through Medicaid.

The federal government promised to fully cover all expenses for the expanded coverage before eventually pulling back to cover 90 percent after a few years. The states would have to pick up the extra 10 percent eventually.

States aren't required to take part, but if they don't, the law as enacted would have turned off the flow of all Medicaid funding from Washington.?

That enforcement mechanism is what the court invalidated Thursday, meaning there's no penalty for a state that says, "Thanks, but no thanks."

Twitter reactions to the ruling

Because states haven't had time to consider yet whether they will opt in or out. it's difficult to say how many people could be affected.?

But about half of the nearly 50 million uninsured Americans have incomes below the new eligibility thresholds, according to the latest report, in October, from the Kaiser Commission on Medicaid and the Uninsured. And about 6 in 10 of them are adults without dependent children ? the primary beneficiaries of the program's expansion.

If you do the math, roughly 15 million Americans could be in the newly created gray area. In 2010, when the act was passed, the Commonwealth Fund, an independent health care policy foundation, similarly calculated that the Medicaid expansion would benefit 12 million of the 15 million uninsured Americans under the poverty line.?

Judy Solomon, vice president for health policy at the nonpartisan Center on Budget and Policy Priorities, agreed with Ho that the decision means low-income adults could lose the promise of Medicaid coverage "even while people with somewhat higher incomes will be eligible for premium tax credits."?

Writing on the center's policy blog, Solomon said: "The poorest adults ? primarily parents and other adults working for low wages ? will be left out in the cold."

Creative individuals travelled to the south Swedish inland 9,000 years ago

ScienceDaily (June 25, 2012) ? Despite its good ecologic status, there were no permanent settlements in the south Swedish inland 9,000 years ago. Yet the area was visited by people who wanted to express their individuality and creativity and thereby gain status. This is found in a new doctoral thesis from the University of Gothenburg.

Carl Persson's doctoral thesis in Archaeology is based on archaeological material discovered in connection with the construction of the E4 highway by Markaryd, Sweden. The finds consisted of a few very small pieces of flint that had been left behind in connection with visits to what used to be a small island in the outlet of a long-gone lake. The wear marks on the flint fragments reveal that they were used to carve meat, bone, wood and horn. The wear marks combined with computer-aided analyses of the phosphate levels in the ground and the distribution of the finds has yielded a detailed account of people's visits to the site some 9,000 years ago.

'It is generally believed that conclusions about Stone Age life require large amounts of archaeological finds, but the results in my thesis contradict that notion,' says Persson.

To put the site in a larger context, Persson reconstructed the Mesolithic landscape through computer-aided analyses. It turns out that the landscape has changed dramatically -- 9,000 years ago the now brown lakes were clear and full of nutrients and had a high pH level. The average temperature was much higher than today and the dense forests were full of lush broad-leaved trees.

'Yet despite the good ecologic conditions, the area didn't attract many people in the first millennia after the Ice Age. Analyses show that the inland probably wasn't permanently inhabited during the Mesolithic period (10,000-4,000 BC), but that people did come to visit,' says Persson.

Traces from the inland visits are almost always found near waterways and lakes, and analyses of the finds indicate that different groups have travelled to the inland with different ambitions. The visits are probably due to the fact that people moved across very large areas 9,000 years ago. The extensive travel had to do with the extremely low population density -- in order to meet other people you had to travel far and have broad social networks.

'In a society characterised by a quest for equality, knowledge about foreign locations and other people was a way for people to distinguish themselves and gain status. Against this background, the trips to the inland 9,000 years ago can be seen as a natural consequence of people's creativity and desire to express a sense of individuality,' says Persson.

Legal Aspect of the Grant of Right to Build (?Hak Guna Bangunan ...

Under Article 35 paragraph (1) of Law Number 5 of 1960 on the Principle Provisions of Agrarian (?Agrarian Law?), it is stated as follows:

?Right to Build is right to establish and to have buildings over land that is not his own, with a maximum period of 30 years.?

Right to build (?HGB?) may be extended with a maximum period of 20 years as a request from right?s holder and bearing in mind the need and state of buildings. Subject who can be the holder of HGB is an Indonesian citizen or legal entity that is established under Indonesian law and domiciled in Indonesia. Legal entity is an institution that is given a status as legal entity, such as the Limited Liability Company, Cooperative, the Association of Unit Owners and Occupants of the Condominium, and the Foundation.

According to the Government Regulation of Republic of Indonesia Number 40 of 1996 on Right to Cultivate, Right to Build, and Right of Use Over Land (?GR No. 40/1996?), the granting of HGB over a right of ownership is performed by the holder of right of ownership through a deed made by Land Conveyancing Officer (?Pejabat Pembuat Akta Tanah/ PPAT?). The granting of HGB over a Right of Ownership is made by an agreement between the holder of Right of Ownership and the prospective holder of HGB which is stated in the deed that is made by PPAT. The granting of HGB over a right of ownership shall be registered at the Land Office (Kantor Pertanahan). The period of HGB that is issued over the right of ownership is maximum 30 (thirty) years and may be renewed with the new provision of HGB based on the agreement that is implemented on the deed which is made by PPAT and the respective right to build shall be registered in the local land office (kantor pertanahan setempat).

Under Article 41 of Agrarian Law, it is stated as follows:

?Right of Use is the right to use and/or collect the results of the land that is directly controlled by the State or land owned by others, who gives the authority and duties which is specified in the decision by the competent official or in an agreement with the owner of the land, which is not a lease agreement or the agreement to cultivate a land, all things that are not contrary to the spirit and provisions of this law.?

?The granting of Right of Use over Right of Ownership is performed by the holder of Right of Ownership through a deed made by Land Conveyancing Officer (?Pejabat Pembuat Akta Tanah/ PPAT?). The granting of right of use over the right of ownership shall be registered on the land book in the Land Office. The right of use over the right of ownership also binds the third party since it is registered. The period of the right of use over the right of ownership is maximum 25 (twenty five) years and it can not be extended. Right of use over the right of ownership may be renewed with the new provision of right of use based on an agreement between the holder of right of use and the holder of right of ownership, as implemented on the deed which is made by PPAT and shall be registered on the local land office.

'Brave,' 'Hunger Games' And The History Of Lady Archers

As Princess Merida joins the big-screen leagues of Katniss Everdeen, we look at the sport's storied past, in Hobnobbing.

A fiery bow-and-arrow-wielding heroine not named Katniss Everdeen? Color us intrigued!

This weekend, Pixar will take aim at the box-office bull's-eye with its first foray into the fairy-tale princess pic. "Brave" follows a young Scottish royal named Merida, who bucks her parents' wishes, insisting on paving her own path — with bow firmly in hand.

Of course, the animated flick is only the latest this year to feature an adept bow-woman (or bowman). There was Hawkeye (Jeremy Renner) in "The Avengers," William (Sam Claflin) in "Snow White and the Huntsman" and, our obvious favorite, Katniss (Jennifer Lawrence) in "The Hunger Games." Unsurprisingly, this slew of big-screen portrayals has helped revive interest in the ancient sport, with more and more amateur archers sizing up their targets.

But let's be clear about one thing: Bow-besotted babes are nothing new. Lady archers have been around practically since the dawn of time. Follow me down their storied path:

Like most grand ideas, the concept of a woman and her bow has roots in Greek mythology. "Amazon" may be a compliment for a leggy lady nowadays, but maybe it shouldn't be, considering the ancient archers were often depicted with their left breast cut off to make wielding their weaponry simpler. The Greek goddess of the hunt, Artemis, was also frequently pictured holding a bow and arrow (sans missing mammary glands).

Throughout the Middle Ages, archery served dual purposes: fending off enemies and hunting prey for sustenance. But by the Elizabethan era, it had become a posh pastime, with proper ladies learning the sport — along with dancing and riding — as part of their studies. (P.E. was soooo much cooler back then.) In fact, Queen Elizabeth I herself (daughter of Henry VIII) is said to have been a skilled archer.

A few hundred years later, the sport made its Olympics debut in 1900, with women taking up arms at the 1904 games. The event took a hiatus from the Games between 1920 and 1972, reappearing at the Munich Olympics. And while plenty of Hollywood heavyweights have learned the skill for a movie, one took it upon herself to learn for the sport of it. Actress Geena Davis made it all the way to the semifinal rounds of the Olympic trials in 1999, hoping to compete in the 2000 games in Sydney. The games and a gold medal were not in Davis' future, but she already has one gilded goody (namely, an Oscar) to console herself.

And speaking of actresses and archery, the last few decades have offered up a bumper crop of bow roles, from Gwyneth Paltrow in "Emma" to Saoirse Ronan in "Hannah." And, of course, Lawrence in "The Hunger Games."

Africa: Leaders Call for Natural Capital Investment

The African Development Bank (AfDB) and the World Wide Fund for Nature (WWF) are calling on world leaders to invest in Africa's natural capital.

To build a lasting prosperity in Africa, we must chart a course for development that conserves and sustains the "green infrastructure

As leaders gathered in Brazil this week at Rio+20, WWF and AfDB are encouraging leaders in both the public and private sectors to invest in Africa's natural capital.

"Africa must rally around this objective, not just because donors demand it, but because it's our responsibility to protect our ecosystems," they said.

AfDB president, Donald Kaberuka commented: "We must strengthen cooperation between leaders, across continents, who share a common interest in fostering economic transformation. Let's make it a reality, together."

Over the next decade, important decisions will be made in terms of large-scale infrastructure, resource planning, and economic development.

Investing in natural capital now will ensure ecological - and financial- security in the future. The AfDB and the WWF call on world leaders to act decisively on a green growth agenda. That agenda includes enhancing ecological resilience and the capacity of natural systems, living within planetary limits and promoting measures of social progress that integrate the value of ecosystems.

The 'Africa Ecological Footprint Report - Green Infrastructure for Africa's Ecological Security' takes a look at the health of Africa's natural systems, as well as its footprint-the surface of land and sea needed to sustain a particular group. Trends in both areas are worrying. Africa's natural systems are under great strain-biodiversity has declined by 40 percent in 40 years. At the same time, increases in population and consumption patterns are projected to double Africa's footprint by 2040.

If Africa continues on a business-as-usual scenario, these two pressures-the reduction of nature's capacity to sustain life, and a more voracious consumption of resources-will impede its ability to sustain necessary and equitable development in the long run, including the provisioning of life's most basic necessities: food, water and fuel.

The good news is that Africa is well placed to act. Many African countries still have a low footprint, allowing them to take on board resource-efficient technologies and lifestyles, circumventing inefficient development pathways taken by other countries.

This means finding solutions that both promote social development and preserve nature. "This report brings home the fact that to build a lasting prosperity in Africa we must chart a course for development that conserves and sustains the "green infrastructure" - healthy rivers, forests, oceans - that supports the economy and society." We must maintain our credibility when we're talking about the environment, we cannot just sideline development." underlines WWF Director General, Jim Leape. "That is what 'sustainable development' is all about. We must find concrete solutions to satisfying both."

For example, coral reefs in the West Indian Ocean are valued at an estimated USD7.3 billion annually. They support coastal and artisanal fisheries, protect coasts from erosion and extreme weather, absorb carbon dioxide, and are the basis of a thriving tourism sector. Investment in green infrastructure will ensure the sustained health of natural systems on which life and livelihoods depend.

While the report underlines some serious trends, it also offers examples of initiatives across Africa, where natural capital is being preserved while social and economic development benefits rural populations.

For example, the lake Naivasha region produces 70 percent of Kenya's cut flower exports and 20 percent of its vegetable exports, contributing hundreds of millions of dollars to the national economy.

Through a payment for environment services scheme, the horticultural industry pays upstream farmers to preserve the water resources on which the horticultural industry depends. This scheme not only helps to preserve valuable freshwater ecosystems, but also benefits small-scale farmers by increasing their yields and income, and ensures a clean, sustainable water supply for commercial farms.

Another example of how smart policy and investment can make a difference is the South African Renewables Initiative. The Initiative, established to fulfil South Africa's Integrated Resource Plan, is channelling international public finance into the development and distribution of renewable energy.

South Africa plans to add 19 GW of renewable energy to the national grid by 2030-going from nil to 14 percent renewables in its total energy mix in two decades. Not only will South Africans have increased access to energy, this scheme will also boost green technologies and jobs in the region. Background:

AfDB and WWF formally entered into a partnership in July 2011, agreeing to initially focus on three areas of cooperation: developing win-win partnerships with emerging economies and strengthening South-South cooperation; catalysing knowledge sharing and knowledge products for green growth and sustainable development; collaborating on energy and water resource management; and climate change. Feedback: Not so holy brew

What makes monks blow their tops

TRAPPIST monks are getting angry. A special edition of the Trappist Newsletter, dated 24 April 2012, bewails: "Commercial breweries in the US... use the word 'Trappist', or some variant thereof, to name or describe certain beers that they produce. This worries the Trappist monasteries that brew beer, as Trappist is not a style of beer. It is an appellation, and a guarantee of provenance!"

The newsletter explains the conditions necessary to be certified as Trappist beer: "Most importantly, the beer must be brewed within the walls of a Trappist Abbey, under the control of the monks."

Another issue is brewery and home brew supply companies listing yeasts as "Trappist" in their catalogues. Fran?ois de Harenne, commercial director of the Orval Trappist brewery in Belgium, asserts that "there is no such thing as a 'Trappist' yeast".

The newsletter concludes with a plea from the International Trappist Association for breweries to refrain from using the name with non-Trappist products. If you, reader, brew something similar at home... take a vow of silence about it.

ANOTHER statement of the blindingly self-evident. On 17 March we reported on Science Daily breaking the news that proteins called "extremely long-lived proteins" have a "remarkably long lifespan". Now Bill Miller directs us to a headline in Scientific Computing that tells us: "Next gen supersonic biplane to break sound barrier".

International conference in a pub?

UNEXPLAINED instinct led Feedback to peruse the contents of our junk email folder while waiting for the page-proof of last week's item on a dubious "Climate Change International Conference" (9 June). Normally, we delete such messages after only a cursory glance, especially since they are increasingly in scripts we don't read (10 March).

This time we were delighted to find a personal invitation to submit a paper for a "Water Resources, Climate & Energy Conference" to be held in London on 23 to 27 July. Four exclamation marks in the subject line gave us pause for thought!!!! So did the promise, "registration is free of charge for delegates from developing countries", which was identical to that for last week's featured "scamference". As was the alleged organisers' claim to be based at an address in Leytonstone, East London, that is in fact occupied by Alan Harvey Property Services.

We telephoned. A negotiator for this lettings agency, Simon Friedman, sounded confused. We resorted, for the first time in a long career, to a journalist's standby: "Would you say," we asked, "that you were 'completely astonished' at this?" "Yes," he said, "It's the first I've heard of it."

The name for the alleged conference's website, wrcece.org.uk, was, of course, registered anonymously. It bills the event to take place at the "Sky Blue Garden Hotel, 124 Kentish Town Road, London NW1 9QB". Consulting a famous web street-view engine, we find that in grounded truth this is the Abbey Tavern pub. Cheers!

Check the venue before booking

THE alleged organisers of the above scamference have not bothered, yet, to create a phony website for their "hotel". We are puzzled how they plan to collect money from the gullible. They put some care into making their "conference" seem scientifically relevant, for example by stealing wording from the Dublin World Congress on Water, Climate and Energy, which took place in Ireland's capital on 14 to 16 May. (By now we are so sceptical that it was a relief to find photos to prove that the Irish conference, at least, was real.)

But how do they imagine they can get away with picking random addresses in London? Surely scientists will have internet connections and peek to see the venue of a conference?

Merely nine-dimensional

SEVERAL readers commented on Alex Saragosa's puzzlement over "satellites as small as 10?10?10 cm3" (12 May). Brian Darvell, working on dental materials science at Kuwait University, says this "is a style I use regularly in my journal papers". But if we were editing those papers, Brian, we'd still find it left a yawning-void taste in the mouth. John Severn reassures us that it implies that the satellite is merely nine-dimensional and suggests that "the idea of the satellite working properly in the 27th dimension is quite ridiculous". We'll leave that to the topologists.

Now John Le Page points us to the Discovery Channel's concerns that "200 million cubic liters of water gushed out into the Baker river" from Patagonia's glacial Lake Cachet II. We're worried too, but in more dimensions.

Ice cream is just cold air

FINALLY, Bob and Susanne Barton, stopping at a cafe in Edmonton, Canada, noticed a menu extolling the advantages of the cafe's "gelato" over competitors' "ice cream". Whereas their gelato contained only 25 per cent air, the ice cream apparently contained 125 per cent to 160 per cent air.

Bob and Susanne wonder who would want to pay for such ice cream. We're wondering whether to market it as a wonder diet.

Brandon Wetherbee: A Day at the (Silverdocs) Movies

I spent the longest day of the year watching as many films as possible. Rather than bear the heat and attempt to enjoy the 90 degree day, a decision was made in the a.m. hours to spend all of the p.m. hours indoors at the Silverdocs Festival.

In order to enjoy a day at the movies, one has to go in with low expectations. The 10th annual Siverdocs Festival was a good choice for obvious reasons. Over 2,000 films were submitted to a fest that only has room to screen a little more than 100. With a high turn down rate, a majority of the well-vetted films have enough commercial appeal to appeal to a cinema loving public while being artsy enough to keep out the mainstream. There's absolutely nothing wrong with the mainstream, there's just not a lot of mainstream films all playing under one roof that have the ability to keep me entertained for 12 consecutive hours.

The first films I saw on Wednesday, June 20 were a set of seven shorts under the title View Askew. Subjects ranging from cats to Juggalos kept the hipster in me happy.

"Catcam" (2012, USA)
A German engineer didn't want the stray cat hanging out near his new house to enter. He let it in. A few years later he built the cat a camera to figure out where it went. This delightful and new look at the life of an indoor/outdoor cat, Mr. Lee, will please anyone not allergic to dander.

"Mr. Christmas" (2012, USA)
Bruce Mertz spends four months of the year making sure his house is a celebration of all things Christmas lights. A good short for the holidays, the films answers the question on everyone's mind. $700. His electric bill is $700 per month. This one also features a cat. Her name is Trixie.

"If Himmler Played Guitar" (2012, UK)
Three for three on the cats! This guy kind of looks like Nazi war criminal Heinrich Himmler. He kind of plays guitar. He should shave. If a guy looks like a Nazi war criminal with a moustache, he'll look a lot less like a Nazi war criminal if he shaves the moustache.

This 11 minute short could be a feature, it might help give more of an explanation of what went horribly awry. Once again, why is shaving off the table?

"American Juggalo" (2011, USA)
"We've got alcohol and we've got explosives! That's all you need to know!"

Tell your children you're proud of them. And don't hit them. This is what I've learned from the Insane Clown Posse's annual festival The Gathering.

"Meaning of Robots" (2011, USA)
Attention steam punks: If you become a hoarder, this is your future.

"Well-Fed" (2011, USA)
Ever wonder how Harold Smith, the agoraphobic flower guy in Twin Peaks got his start?

"Needle Exchange" (2011, Ireland)
This sad and somewhat touching short would benefit from about 80 minutes of more footage.

So far, seven shorts, all with something good to offer, even the one about Insane Clown Posse's fans. Really, tell your kids you love them. Next up, a feature about a female bodybuilder.

"STRONG!" (2012, USA)
Cheryl Haworth is an Olympian that works part time at Home Depot and is going to art school. She also has a DUI. This could be anyone you know. If you know people that weigh 300 lbs and can lift 300 lbs.

Some of the 75-minute feature gets a little too sentimental. Sequences that feature Haworth's art coming to life are a little unnecessary but the subject matter keeps it interesting enough to keep watching and rooting for Haworth. If NBC is smart, they'll hire her to be a correspondent at the upcoming London games. Her mother's description of her as a "rough, tough cream puff" is quite accurate.

Cheryl will be at the Sunday screening. Attend that screening.

Following the weight lifting was an audio document.

"Third Coast International Audio Festival Presents: Crossed Signals" (2011, USA)
No. It's completely antithetical to the fest. It does not belong at Silverdocs. In any way. It's not film. This is not my opinion, it's fact. An audio program is not a film. Radio programs do not need to appear at film festivals. This slot could have gone to another series of shorts.

So far, seven good shorts, one good film and one pointless audio program. I needed some shorts to cleanse the palate. Coming up, "Arts and Crafts"

"A Brief History of John Baldessari" (2011, USA)
Artist John Baldessari is a smart ass. This short reflects that. Quick, beautiful, whimsical, everything and nothing. Narrated by Tom Waits. Cool. It's very cool. I could watch this everyday for a month and be happy. Clocking in at six minutes, it can't be beat.

"Brute Force" (2012, USA)
With different timing, Brute Force could've been Baldessari. Instead he's enjoying a cult following of those who relate to the feeling of censorship. This could be a feature, but the personality is so polarizing it may be hard to sit through. The closing credits song, "How Old Is Old," is remarkably good.

"The Perfect Fit" (2011, Scotland)
Excellent camera use showcasing the people who make ballerinas shows.

Up next was supposed to be "Solo, Piano -- NYC," five minutes on an abandoned piano on a curb. I wanted to see this film, I was actually sitting next to the director, but there was a problem in presentation. Something went awry and there was a delay. I feel awful I missed the remaining four shorts in the program, but I had to run to see the next feature.

"The Punk Syndrome" (2012, Finland, Norway, Sweden)
This film has the potential to be the next "Anvil." The four members of Pertti Kurikka's Name Day are mentally challenged but play relatively competent punk rock in the vein of The Misfits. They are everything punk rock is supposed to be. Big in parts of Europe, the film details the recording and release of the bands first seven-inch. It's revealing how much every band I've been in and met goes through the exact problems these four go through.

The 85-minute film isn't ground breaking but it's entertaining. Not too long, captivating characters and excellent protagonists. Maybe most important, the songs aren't bad.

My first real break of the day came after my second feature. Finding something not film related and fun around 7 p.m. in Silver Spring is not such an easy task. Lucky for me, I had to check out the new/old rehab of Piratz Tavern. More on that tomorrow. Back to the theater.

"Virgin Tales" (2012, Switzerland, Germany, France)
Ah!

This is scary for some, comforting for others doc follows the Wilson family and their Purity Ball. A wonderful evening where fathers sign a purity pledge for their daughters and then dance with their daughters around a cross and there are two guys with swords that knight them and white roses and ah!

The whole practice is actually kind of nice and there's nothing wrong with seeing loving, caring parents. I went for the easy joke because the kids in the film were obviously coached by the parents. The morning after a Purity Ball, the only son still living at home breaks into an impromptu speech about how he loves his sisters, dad, mother and begins to cry. As the screen fades to black and onto the next scene, a daughter is heard saying, "This is really spontaneous!" Hands down the funniest moment of my day.

A well made film, it wouldn't surprise me if the family, the Family Research Council (where the head of the family Randy Wilson works as a lobbyist), and those that like to gasp and be shocked at Evangelical Christians will like it.

"The Imposter" (2012, UK)
Wow. What a well made, fascinating, beautiful, strange film. This will probably win audience choice. It's not a shock it already has distribution. You will see and watch this film. Any googling will give away important info, so, just, wow. Very glad I saw this one before wide release.

My 12 hours at Silverdocs was well spent. The 10 shorts all presented something worthwhile, the four features kept me entertained and the audio program, well, that was there. It'll be exiting to see where the festival goes. Most, if not all of the films, were shot on HD film-less cameras. Without having to kowtow to dumb things like developing and processing film, documentarians can roll indefinitely. Once the audio equivalent of HD cameras comes around, the results should be quite fine.

A team of chemists at the University of Geneva have finally demonstrated the utility of the rare halogen bond which acts as a anions transporter

Professor Stefan Matile does not mention whether, as a child, he was a big fan of Lego. However, as an adult, he is fascinated by the game of molecular construction. Using the rules of chemistry, it is possible to artificially assemble all kinds of molecules and even nanomachines.

However, chemists in this area feel their creativity constrained by the small number of bond types available for binding atoms and molecules. Such is the case for this UNIGE and NCCR Chemical Biology chemist who decided several years ago to flush out new kinds of bonds. "The literature murmured about the existence of a possible halogen bond, particularly in thyroid gland biology," explains the specialist. "It was said to be very similar to the hydrogen bond except for an important detail: while the hydrogen bond (hydrophilic) works only in water, the halogen bond (hydrophobic) feels at ease in fatty environments."

To highlight this bond and its potential usefulness, Stefan Matile's team sought to compose the smallest molecular system possible. They bonded a carbon atom and an iodine atom (member of the halogen family) to establish that in so doing they created an imbalance in the distribution of electrons orbiting the iodine nucleus. This results in an excess of negative charge on one side and a negative charge deficit on the other. This deficit acts as a positive charge, now capable of interacting with anions (negatively charged atoms).

The Geneva team's biggest contribution is to have demonstrated that this system can transport anions across a phospholipid bilayer membrane, similar to that found in our cells.

"This halogen bond acts somewhat like a buoy and allows anions to swim across the fatty interior of the membrane," adds Stefan Matile. "This is obviously a very interesting function for NCCR Chemical Biology, one of whose goals is to discover new ways to penetrate cells without damaging them."

This discovery is currently situated in the field of fundamental science, but could very quickly find applications, especially in the medical field. Some diseases are in fact linked to the inability of some organs to allow vital ions across cell membranes.
